Many complaints in the workplace would be best served by a thorough investigation of the facts and circumstances of that complaint. Some investigations can be conducted in-house, others by a neutral, third party. But questions arise over the scope of the investigation, whether it should be at the direction of counsel, whether the investigation should be limited to a factual record, or whether the investigator should make factual determinations, conclusions and recommendations.
